Yes, that's called an "oil slinger" in the J-H book. It is INCREDIBLY important when reinstalling the rear main seal cover that you do not get any of the "finger" sandwiched between the block and the seal housing or you will get a massive oil leak.
The main place of this happening is at the 5 o'clock position. At around 11 o'clock should be a tab that gets "sprung" down onto the block to hold this in position, but that usually does not do much. The book has one putting silicone on the place to secure it, but again, that comes loose VERY easily. The most important thing to look at when replacing the rear cover is just after you have the seal over the crank but still a small way from the block is to look up to make sure the slinger has not moved (it usually does). Slightly move that 5 o'clock one away from the mating surface, then carefully install the bolts.
The to[ 4 (of the 8) bolts are supposed to be posidriv philips, but using a regular bolt(grind down the head a little if you want) will work fine(i.e. they will not be so thick as to make contact with the crank where the big seal is)
