Maybe call ARP directly and ask them?
Having done 100s of clutch and flywheel resurfacing(in order to change the rear main seal at the same time), I've always reused the flywheel bolts with absolutely no problems whatsoever.
Just be sure to use sealer(I use Permatex #2) on all the 6 bolts as they are open to the return oil behind the seal.
Also, pay VERY close attention to reinstalling the seal housing as the oil slinger can very easily get rotated and cause one of the "fingers" to get sandwiched between the housing and block face.
