The purpose of the carbon is to absorb fuel vapors from a parked car and burn them when the engine is running again. The bottom of the canister is open to the air. I don’t think it would be a safety hazard but rebuilding is simple until a replacement can be found. A bit of duct tape, aquarium activated charcoal, and a coffee filter should do the job.
