Next time it is at high idle check your throttle linkage to see if is returning to the idle position or staying open a bit. It may be just one carb or both. Make sure both carbs work in unison.  With Strombergs its hard to tell because of the vacuum slides blocking the view. 

If the carbs are ok  you may have an advance spring in the distributor that is broken and  not allowing the timing to retard at idle.  Hold the brake and slip the clutch in first gear until the engine slows down to normal idle.  If it stays slowed down its probably the advance unit tin the distributor. If not probably carb adjustment.  Wouldnt hurt to check for vacuum leaks as well.
